Speaker Biography
Mark Wolcott, P.E. is currently a Senior Engineer for Maryland Environmental Services (MES), working on drainage remediation projects in Western Maryland to help assess, design, and remediate Maryland State Highway Administration's aging drainage structures.


Prior to joining MES in June 2016, Mark served the Maryland State Highway Administration (MD SHA) for 29 years and was the Deputy Director of the Office of Material’s Technology for the past 12 years, managing MD SHA’s specialized infrastructure testing, subsurface exploration, pavement design/management programs, geology and geotechnical DOT resources, and SHA’s research and innovative product team. Mark has spent 32 years of his career in the highway/transportation industry. He has a proven track record of success in delivering innovative, practical solutions to the most important issues facing the transportation organizations in a team environment. Because of his extensive state agency experience, Mark is relied upon to create partnerships between the public agencies and private sectors to advance efficiency of public sector operations which deliver projects more efficiently and under budget. From mega projects like the Woodrow Wilson Project and the Inter-County Connector to continual improvement to network level assessment of MD SHA’s infrastructure, Mark has been instrumental in delivering a reliable and safe transportation program to the citizens of Maryland.

In addition to his service to the public in the transportation sector, Mark was commissioned in 1987 as an officer in the US Army coming out of Clarkson University and, during his 9 years of service, served primarily in the Maryland Army National Guard.  

Mark is dedicated not only to his profession, but his family as well. He is so proud of his two daughters, Olivia (who is a freshman in Bioengineering at UMD) and Micaela (who is a sophomore in high school) both are focused on their education in technical programs. Mark’s wife of 25 years, Wendy Wolcott, has shared in success at MD SHA, solving complex problems in the public sector as well and is currently one of  MD SHA’s Metropolitan District Engineers.   

Mark has been on numerous national research efforts in the area of design-build and material quality control with National Academy of Sciences and has developed national testing and data standards and training materials with Federal Highway Administration and National Highway Institute.

Mark looks forward to continuing to develop innovative solutions within Maryland through MES and in support of Maryland SHA and other local governments MES supports. Also, in the not so distant future, Mark will be taking his expertise national through a new start-up, a veteran-owned small business, focused outside of Maryland, to improve the nation's transportation infrastructure.
